It was a primary election. Can't parties do whatever they want? They could just choose someone by fiat. They could openly stuff ballots. What does it matter, to the law? Just curious. They are treated the same as real elections, but are they?

Apparently they aren't, and therefore political parties should not be allowed to use public resources for them, and should be forced to reimburse the states for all expenses incurred in the form of overtime, cleanup, business lost due to increased traffic, etc.
