They can't be flown from within Ukraine, because the ones they want to give are old and clapped out, and in any case can't fly from improvised runways and hangars.

And they can't be flown from NATO countries surrounding Ukraine for 2 reasons: they don't have the range, and their Russian counterparts actually do have the range to make the trip in reverse. So the F16s will run out of gas before reaching the front line, but Russian bombers will still destroy the NATO airfields they're flying from.

They might as well offer Ukraine a stable of cavalry horses, for all the good it would do them.

    I wish we'd kept the F-14. I was very unhappy when they were retired.
