That would be a neat plan indeed, seeing as how Ukraine was supposed to have surrendered any nukes in its possession on the basis of Russia staying out of their country after the collapse of the USSR.

Of course, Russia quite clearly lied about their end of that particular bargain, so I wouldn't be shocked if Ukraine did as well.
