YouTube has two reasons for blocking content to a country:

1) The video creator chose to restrict it (usually due to licensing rights); or 2) The content is illegal in that country.

Since there are dozens of videos on YouTube about the effects of Agent Orange on the Vietnamese, it's probably safe to say this is a case of the first one.

Bingo usually it's because of copyright issues. Local governments may choose to block things as well and YouTube can either comply or get blocked completely. There's also been a concerning trend of American websites blocking access from foreign IP addresses in recent years for no good reason except for paranoia.

It's pedestrian to go around a geoblock with a VPN, so it accomplishes nothing except to fulfill legal copyright protections.

swindling an election is high treason which can carry the death penalty if not confiscation of all assets
