The under-reporting factor of VEARS was usually around 100x. Which means that 99% of injuries are missed. So 50x under reporting (98%) is very optimistic.
With the hardcore suppression of information regarding injuries this factor may even be larger than 100x. In certain states/countries doctors lose their medical license or job when they report injuries.
