It's more like the logic of "prison toilets" in the sense that no privacy means that people can't hide things without notice I think. You see the same logic in public parks and other areas.

On the one hand it does mean that people can't shoot up or have sex as easily without getting caught.

As you mention people can just perv easily but I think the pervert hanging around is also likely to get caught.

Personally I'm of the cynical mind that these design choices are done because the establishment wants to clear their own liability when bad things happen so they make a change like this which ostensibly has some reasoning in safety, but the actual effect is that women won't change somewhere there is a view, so way less people will use it, meaning less problems and less work for staff cleaning and otherwise.

Same with park restrooms, you can open up the stalls and have zero privacy. Women will refuse to use them 99% of the time, so you have less to clean.
