It sounds like she is saying that having a boy injure a girl in sports is "following title IX". That's the exact opposite of what title IX was meant to do. Yes the TRAs started all this but Obama is largely to blame for creating this specific newspeak version of title IX because his administration puts out a guidance that they will "interpret" title IX to be referring to "gender" even though it never mentions gender anywhere in the law. It's been getting really bad the past few years with official non government documents also adopting this language even though there's a disconnect because all the official government ID still say "sex".
