The stated rationale is fine but it seems like they made zero effort to fix the stated problem.

The rationale behind the downgrading of the crime to a misdemeanor included consideration for parents and teachers of children who download the content in order to inform law enforcement. “Such cases have occurred particularly frequently among parents and teachers of older children or young people who found child pornography on them and passed it on to other parents, teachers or the school management to inform them of the problem,” reads Article 1 of the bill.

They also mention minors who possess pictures of themselves.

Yes ok those are perfect exceptions. Why the go for the worst solution which is going for a blanket downgrade. Now true criminals don't get much consequence and innocent people still get punished.

Yeah they're lying there as to the reason, laws already exist protecting those people.

That part isn't clear according to the article. It seems like everyone gets swept up into the same law in Germany. It's like the "zero tolerance" policies everyone complains about in the US where administration and law enforcement ignore context because they don't want to deal with fallout from making any actual decisions.
