By “downhill” they mean “people aren’t getting banned as much for telling truths we don’t like”

Or they don't like people being able to add clarifying context to tweets that are supposed to be deliberately biased and inflammatory.

The community note is "Deeply Transphobic"? All it does it challenge the notion that this might lead to an arrest and point out what the reason is. It doesn't even make a claim about the person or the topic beyond saying that it's unlikely to lead to an arrest.

It's remarkable that people still take these claims seriously. How can the cry of "X-Phobia" hold any weight when a person could say that their toast is burnt and be called transphobic?

It doesn't, if it ever did in the first place. Like so many other labels (Nazi, racist, fascist, etc.) it's just noise generated in an attempt to discredit someone by making them--and, by extension, anything that they say or do--something that no decent person would consider a source of credible, valid information.
