Gender has no logical definition. Your internal feeling that you "identify" with a sex? The outward presentation of secondary sex characteristics or sex based stereotypes of dress and affectation? Unless you choose to just not change anything, be completely appearing to be of one sex, but just claim you're another? That's ok too.
Gender ideology is regressive in that it focuses on sex based stereotypes and deems them not only acceptable, but also indicative of gender. Boy likes barbie? He's a girl. Girl like trucks? She's a boy. Very regressive.

Some troon lurking might call that a strawman, but this "educational" slideshow, approved by Mermaids, literally represents gender identity — not gender expression, it actually explicitly says "identity" — as a linear scale from Barbie to G.I. Joe.
Need another example? The "Genderbread Person" guide associates gender identity — again, very explicitly referring to gender identity — with "personality traits, jobs, hobbies, likes, dislikes, roles, expectations", i.e. regressive stereotypes.
This confusion is deliberate.
