Tell the kid to keep secrets from their parents, inviting the kid over to the teachers house privately.

I mean fuck I think you have enough evidence for a search warrant right there. I say she shouldn't just be fired for gross incompetence here but there needs to be an investigation to be sure that she isn't actually abusing kids or not. Maybe she isn't and she's just that retarded, I which case she's clearly too retarded to teach children, in fact that's probably the case because anyone who was actually dangerous likely wouldn't be this obvious, but you have to be sure.
