Anime always seemed for the most part like lazy budget animation to me. Like I imagine the first anime like, "Hey the artist only gave us 4 frames, let's turn it into a 30 minute show somehow. Yes I know the frame rate will be janky as fuck but just make her eyes and tits enormous and the viewers won't notice. Wait, where's her nose? Fuck it just draw a line and be done we don't have the budget for this shit."

Most of it is. The vast majority of anime is made for TV and designed to be done as cheaply as possible. There's few exceptions.

I think the main problem is weebs just treat it all like it's the same and they tend to really go for the cheap budget shit since that's what you get on Saturday morning TV. Some of the stuff made for theatrical releases tends to be good. But those actually have budgets.

One of the reason I always hated anime is shitty, choppy, almost slideshow-like quality of animation, some shows are barely even animated, lol
