Actual DOD document, I think a certain amount of interpretation has been applied, but it doesn’t look like the link in the OP is outright lying. It does indeed state that active transition is a reason to be prevented from being actively deployed.

It’s a manual not a memo, and it doesn’t appear to be classified in the slightest.
