Once you create highly-paid positions like this, it becomes a cancer within the organization. They have their own agenda, and, like cancer, they don't care if their agenda kills the host organism.

This is the same problem with all the overly paid deans and chairs at universities. They need to find ways to justify their own positions and entire departments. They provide less benefit to the company than the guy who cleans the toilets but they will gladly fire that janitor over problems that were created by the HR guidelines.
