If you are not allowed to dissent why was the discussion allowed to take place?

To trick the unwary into outing themselves. You say "we can have open discussion where everyone is free to express their opinions/beliefs," and then (after the discussion is over) you come down anyone who expressed the wrong thoughts.

EXACTLY!!! This is the whole point of the illusion of free speech and open democracy. It's the best system to detect your opponents long before they're even aware that they're working against those in power- because they're under the impression that it's a free society where everyone can participate.
