And lastly, female pairs skaters struggle due to the fact that there are a lot more women who train for the sport than men. Women in this sport have incredible levels of competition and often end up competing below their natural level as they may not find a partner who can qualify for their level of competition. Getting a high level male partner, very often requires extensive bribery. Adding a bunch of men who weren't good enough to compete in male singles into the pool of women looking for a pairs partner, will worsen that.
But, this fact also means that fewer men's skaters will agree to be in an all-male pair due to the elephant in the room of pairs skating: Female pairs skaters DO usually need extensive bribery to get a high-level male partner, and invariably the bribe ends up "the skater pays them with her body"; indeed, it's part and parcel of pairs skating that figure skating pairs are pretty much expected to be a couple off the ice. This would dramatically lessen the amount of men who weren't good enough to compete in male singles who'd agree to pair with another man; if the man is straight they'd inevitably choose to go for a woman looking for a pairs partner and get that fringe benefit (with only gay men choosing to be in a two-man pair.)

One of the many reasons I'm mostly glad I never had the opportunity to pursue figure skating when I was young. It's an amazing sport but so fucking grimy.
You make good points but on the other hand we're talking about Canada, so I could see some men pairing with another male for the notoriety. And if a coach worked out a routine that maximised points through having two males, there would likely be some men who were otherwise unlikely to get podium who would try a male partner.
