Nothing “in the making” about it, posting bomb threats are terrorist acts and the individuals responsible should be treated as such.

Indeed, I meant more like “in the making” in case they ever made real bombs. But even if this is threats only, that still makes them a danger to society. Well, they’re a danger even without bombs or threats.
