Well you could. It's just that people would think you were weird.

I used to have meetings with a VP-level guy who painted his fingernails. In all other respects he seemed normal, certainly he was very competent at his job. I thought it was weird, but that's about it.

Oh woe is me. Truly my plight is worse than that of the slaves. I am not free to paint my nails without people thinking I'm weird. What a cruel and horrible world.

Al Pacino literally paints his nails just so people know he's an artist sort of person.

Because he doesn't want to dress or act like a clown to show that.
