Yeah, where I live we had issues with something similar. It was more about arresting people in the act and how high it had to be.

Who would have imagined that not taking action against crime would mean people would keep on doing it. /s

The question is what are the shops going to do? Start shooting people who try to steal? Beat them up? Arrest them themselves? ...and people complain about private jails. The cost is always passed down to the consumer, until they start stealing themselves.

The rule of law is the basis for any society and government, and what allows people to leave at peace in a functional society.
