I can kinda see where the guy's coming from, but at the same time, his logic is rather childlike. Cutting out someone's tongue stops their speech forever, and anymore that would be considered a good thing by many people against some people. The people with that power, seem to have the sort of power that they'd cut someone's tongue out, or anything else out, just because they could.

Yeah but they usually won't bother because of the bad PR. So they'd only do it to someone who they're afraid of.
