question, how do you create a new sub? im not familiar with old reddit at all, and im a refugee my account got perma banned because reddit cant handle my greatness.

Your account has to be 2 weeks old before you can create a sub. Once your account is old enough, the option will be on the upper right of pages, underneath "submit a new link" and "submit a new text post".
