He got into a crash and was staggering as he emerged from a car that reeked of alcohol. They stupidly don't do breathalyzers, preferring the subjective judgement of a policeman's field sobriety test. The lab has a backlog for political reasons also.

Seems like a bad deal all around. Maybe had he lived in a sustainable 15-minutes city he wouldn't have needed to drive and would have been safe from this.

"Reeked of alcohol", meanwhile in real life it was the faintest smell of hand sanitiser which the cop probably didn't even smell at all because cops lie about that all the time.

"Staggered" -- you know there are about two hundred thousand reasons why somebody might stagger a bit after a car crash and being over the legal limit for alcohol is just one of them?

Allegedly reeked of alcohol, cops will say they smell all kinds of things to get around due process. Staggering after being in a car accident isn't uncommon, he could have been shaken up. He also stated that he is bow legged and has trouble with balance. Either way, the burden of proof is on the police and prosecutors to prove he is guilty of a crime, and they have failed the justice process spectacularly.
