The solution is simple. Make conditions in women's prisons so intolerably harsh that no-one wants to go there.

What do you suggest.

I mean they already have to be shut in with a bunch of low IQ agro women going on and on nonstop for 24/7.

Hard labour, dense crowding, starvation diet, regular beatings etc.
