There are countries where people can't leave the house, masked or not, without notifying the authorities. Governments don't give up that sort of power when the crisis is over.

Italy is one of them. You can't go down the street without a permit to buy groceries and only go to the place on the permit. Delivery Trucks get fully inspected at checkpoints.etc. If that isn't a police state I don't know what one is!
