We used to not, that used to be the reserve of gay men, but with the 'queering' of the community I have heard young lesbians use those terms frequently these days. I'm in my 40s, and no one in my age group or above uses those terms for lesbians.

Sometimes, but like SerpensInferna said, it's become more popular in recent years. Most lesbians are switches. In some countries, like Japan, the top/bottom dichotomy is more important to lesbians.

I'm operating under the assumption that the terms are similar in meaning, so a "top" lesbian wouldn't be into being penetrated at all? I always wondered about that sort of dichotomy with lesbians.

A top lesbian could be comfortable with being on the receiving end. What you're thinking of is a stone butch. They don't like to be touched at all during sex, and it's rare. I haven't come across one myself. A pillow princess is kind of the opposite, which is a bottom who doesn't care to do any work to pleasure their partner.
