The only time I would really use the term "partner" is to refer to a plural group that includes both sexes and/or several relationship statuses, such as boy/girlfriend, fiance, and spouce. To use it singularly in any situation where the sex and relationship status of the person in question is known is unnecessary in the majority of situations in the modern first world. And of course, these people get off on being pointlessly complicated

It’s quite common in Oz. I would never call my other half a boyfriend because he’s a man and we have no interest in marriage so he’s not my husband.

It's pretty common among adults who live together and aren't married in my experience. Especially if they are years/decades into living together and/or have children.
