As I understand it Eugene was Portland before Portland became today's Portland.

Really in the past Eugene was the Berkeley of Oregon, before 2000 or so if you had said "Another protest in Oregon" it would have been Eugene. It seems to have mostly grown out of it as the University of Oregon is a much smaller fraction of the town these days and it seems to trend more working class and isn't a high priority target for the type of people who are moving to Portland or Seattle. But there's still the usual 'progressiveness' that comes from being a former activist university town.
