Yes, many chemicals can be harmful or even toxic even in the ppb range. For example, the EPA says the safe level of Mercury is 2 ppb, and the safe level of lead is considered to be 15ppb. If you were drinking water with 15 times the safe level of mercury at 30ppb, this is something to be alarmed about, and certainly should not be exposing a baby too.

Yes babies should drink titty juice. Children who are fed titty juice are known to have higher IQ's.
