No idea how they would expect that to be implemented. Customers have expectations. National chains have layouts already decided. This is a BS statement bill.

Wouldn't be surprised if they're banking on the economic weight of California's large population to force department stores to reorganize everything so that product can stay in that state. The other options would be to pull out of California, partially or entirely, or create separate packaging just for California. Of course, that assumes they have any genuine desire to pass it and it's not purely virtue signaling garbage. A $1000 fine is pocket change to a store that size.
