Because she was too frail to tolerate the transfer.

This child was extremely ill, very probably brain-damaged beyond any hope of having even consciousness, let alone a normal life, and was always going to die very young. There was nothing to do except rack up medical bills while extending the suffering of a dying person.

Italians are of course well known for their great medical innovations and not at all for scams and corruption.

Italians developed the ABVD treatment (a type of a chemotherapy combination) against Hodkin's lymphoma .That treatment saved my life and I pressume many other people's. So I guess,they are not as bad at medicine as you think.
