I would not assume that. The communist infestation is very similar to a cockroach infestation. If you see one of them then there are thousands nearby that you didn't see. Even back in the 90's in rural WV their policies were already starting to show. The zero tolerance policies and the ones that punished kids who fought back against their bullies were the framework for the communist agenda.
