Yes, they are still male because of that Y chromosome, but without a dick/balls, there might be a more reasonable argument for such a person to be accommodated in female locker rooms. This fella though - no way.

Not in sports though. Even after your dick and balls get removed, if you're a man, you still retain many advantages thanks to both prenatal exposure to testosterone and male puberty.
