The idea has merit and would actually be pertly good.

The execution will be an apocalyptic disaster of authoritarianism the like of which Joseph Stalin himself would masturbate too.

As long as the community has sustainability (funding & resources) and autonomy it could be great.

But, like UBI, the government will weaponize it into a trap.
