There's no federal law for masks. Period.
The CDC created internal policy that applies to their employees, only.
If this policy was to impact the public, then they are obligated by law to put the proposed policy to the public for notice and comment. This is absolutely necessary.
This is the reason that a federal judge struck down the mask mandate.
No notice and comment = No Law.

I hope you are right about there being no federal law for masks. It is strange that Amtrak would state something that is false on their kiosks.
