Much of human experience is precedence and simulation based on feelings and consequences. I've got experience and run scenarios in my head to avoid being burned again. Plus much of human experience is subconscious, out of focus, and/or poorly recalled. A.I. lacks consequences and feelings. So far.

We need to define layers and levels of sentience better.
