I think Alliance means that new laws were not demanded so much as campaigned for. The mass of society had to support these laws.

Don't men lack the right to equal access to their children after the majority of divorces, with no effective way to hold the mother to account when she takes unilateral decisions to make things difficult or impossible for the father?
