How do we decide how words are defined?

Is it based on authorities (dictionaries), or based on communiy perception? Descriptive or perscriptive? Because if the majority of people who are Bisexual are attracted to trans or non-binary people, or open to the idea, isn't that what bisexuality is?

To be honest, Trans people and lesbians should be housed completely separately from normal women, since lesbians are responsible for the majority of female rape in prisons.
