I think they are reffering to Tor (a browser that lets you access the deep web and has an onion icon.) Lots of illegal stuff on there from what I've heard.
This is the top upvoted post on r/MtF in the past week. Over 1000 people thought this was completely normal behaviour. Not a fetish at all...
