As usual with large NASA programs the real increase in launches is four years away, so it will be next administration's responsibility to find the money.

I for one am done throwing money at NASA as they haven't done shit for anyone's life. In fact it's the only industry that seems to have gone backwards despite constant funding of billions of dollars.
