As usual with your posts, this is - of couorse - BULLSHIT.

CA is not a failed state because it worked on it's homeless problem.

The linked "Breaking911" entirely trustworthy, very well informed, totally honest "news" source is also - surprise surprise - bullshit. Merely search for: California 24 billion homelessness , and you'll see that CA knows where the money was spent BECAUSE OF AN AUDIT, and discovered merely that they didn't consistently track outcomes.

Which would be true in ALL audits about massive projects that cost $24 billion over 5 years, becase of different methods and processes for each outcome measure. The most important part of the audit - in my view - is that there was potential fraud in the management of conflicts of interest and the overpayment of salaries, which might now be under investigation. The audit will have been helpful if this is one of the results.
