I used to be active on meetup.com attending meetups and trying to organize my own. It didn't work. People will appear more friendly in person than on the anonymous internet, but they won't follow through on anything. Unless one is very charismatic, it is impossible to get people to do anything, like even show up to a meetup.
Members of modern culture are just completely useless. Probably the best hope for having some kind of in-person effect is through a mosque with the backing of at least one respected person there.
