Crazy laws like this are sometimes quickly used against the ostensible "in group".
A bait and switch of sorts.

For example: Terrorism bills were used against Patriots.

I wouldn't be surprised if this law was inverted to gather up the mind-controlled cyborg warriors.

Instances where the doses of gene therapy and graphene are accepted by the host, per the design intent.

I wonder if any rogue cyborg warriors will appear as a result of gene therapy shedding.
