Governments and big business have gotten very good at getting the cattle to behave in a manner that's consistent with their larger objectives. It doesn't always work out the way they want of course -- because there are many other factors at play than can be controlled for -- but the populous' general reaction to the <wink wink> CoViD 'crisis' has been possibly even better than had been hoped. People who otherwise would have shown more common sense have instead fallen to the emotional side of the argument and let their fears drive their decisions.
Besides, smart people do dumb things all of the time so it's not like having a higher IQ is a guarantee that you'll always make the right choice. That is assuming that you have access to correct and complete information in the first place.
There is exactly one government -- Portugal -- that has drawn reasonable conclusions about the severity of the infection rate and the general level of danger that CoViD presents. The Portuguese are no smarter than the rest of Europe, why are they alone in displaying common sense here?
