To be fair, these were gold bars from a person who had other gold bars stolen years ago. Those stolen bars were recovered. However, it looks like the gold bars found in Mendez's home was bribery payment.

The bars Melendez had were not stolen, though. They were only linked to the same stash that had been partially stolen and returned in the past.

Menendez, 69, was hit with federal corruption charges in September related to an alleged years-long bribery scheme.

He sounds like a really nice guy, very honest and upright, for a gangster.

They were taken from one of Mendez's associates though. This was either insurance fraud or he had a part in ripping off his own buddy.

From what I could comprehend in the article, the bars that were stolen from the source in the past were recovered and what was found with Melendez was not, but they were part of the same stash, so that is the reason why they were linked. Maybe I misread it.
