There needs to be something between "prison" and "freedom" for people like this.

This kid needs to live in a group home, where he isn't being punished, just being kept isolated from society by people who know how to handle him.

Yes, it's called the nuthouse, looney bin, or psych ward. With ALL the meds, soft pillows, and Mario games you can give him.
