Potato shortage? I always thought potatos were cheap and plentiful, why couldn't they just buy more?

Why didn't the Irish think of that during the potato famine? Just buy more.... That could have prevented the starvation of so many people....
But food is not always guaranteed to be cheap and abundantly available.
