I've heard that, but I'm not sure if it stuck. Pornography laws are nebulous. You can look up 15yr old Olivia Hussey's tits from the 1968 version of Romeo & Juliet legally since it is considered artistic. A number of 17yr olds have legally done nude photo shoots too. Drew Barrymore and Jessica Biel come to mind.
