It is only in western countries that pedophilia is reviled to any extent. In the middle east soldiers are literally ordered to look the other way on matter of child sexual abuse. Stories have come out about soldiers being demoted for having resuced a preteen boy who was chained to an Iraqi commander's bed as a sex slave.

Bacca Bazi is not the practice of having little boys belly dance. It is literally child prostitution.

I think you meant opportunistic, but the practice of Bacca Bazi is not new or exclusive to wartimes.
