It is normalised because it is normal. No one tries to pay more tax than they have to. I personally pay myself mostly in dividends to avoid income tax as does every other business owner.

What do you mean by fix the tax code?

The problem with Trump's taxes has nothing to do with the tax code. If he's reporting losses year after year it makes no difference what rate he's on.
