It is normalised because it is normal. No one tries to pay more tax than they have to. I personally pay myself mostly in dividends to avoid income tax as does every other business owner.

The better excuse is that he actually paid 5.2 million in income taxes to the IRS in 2016/2017, which is stated in the original NYT article. He only owed $1500 but he let the IRS keep the extra for carry over losses. Carry over losses from 2008/2009 using a recession tax code that a Democratic House and Senate voted into law under Obama. Fun fact: you don't pay income taxes when you have no income.
